Improving Asia's Disaster Preparedness Based on the Past Experiences
-The Asian Crisis Management Conference was held in Manila-
The Network for Crisis Management is one of joint projects of the Asian Network of Major Cities 21. Every year each member city takes a turn and hosts the Asian Crisis Management Conference (ACMC) which crisis management officials get together.
 

The 11th ACMC was held in Manila on July 10, 2013.
Approximately 190 crisis management experts from seven cities of Manila, Bangkok, Jakarta, Kuala Lumpur, Seoul, Singapore, and Tokyo participated in the conference. The conference started with a welcome address by Hon. Francis N. Tolentino, Chairman of the Metro Manila Development Authority, with a crowd of representatives of the media looking on.

Report by the TMG

The conference's theme was "Recovering from a devastating disaster and moving forward". Each city reported their concrete efforts on the occurrence of floods, earthquakes, or fire as well as the latest case examples regarding their disaster management systems.
As representatives of the Tokyo Metropolitan Government (TMG), the Tokyo Fire Department, the Tokyo Metropolitan Police Department, and Disaster Prevention Division of the TMG Bureau of General Affairs reported their efforts. At the 11th conference, the TMG focused on a variety of restructured new efforts based on lessons learned from the Great East Japan Earthquake in 2011, including community's disaster prevention capabilities, which further enhanced after the earthquake, establishment of a cross-prefectural wide area cooperation system as well as disaster prevention measures based on the latest damage estimates, which reviewed after the earthquake. The Great East Japan Earthquake was frequently discussed at the past ACMC as well. At this conference, all participants were able to share the TMG's latest efforts for improving disaster prevention capabilities to prepare for future disasters through maximizing experiences from the earthquake.

In addition, an official from crisis management division of the World Bank, as a guest speaker, pointed out that formerly inconceivable disasters have been occurring in recent years, taking a black swan event and beluga whales as an example. The guest speech made a strong impression on participants that today we are also required to deal with unpredictable disasters due to impact of climate change.

Study trip in Marikina City

On the second day of the conference, we visited Marikina City in the Metro Manila; we observed rescue battalion drill, earthquake drill at high school, and triage as well as first aid training at Amang Rodriguez Hospital. High school students and residents took the drills seriously, participating as if they were real emergencies. This highlighted Manila's high public awareness of disaster prevention.

Observation of rescue battalion drill

In 2014, the 12th ACMC is scheduled to be held in Kuala Lumpur. The Network for Crisis Management will continue to putting efforts into improving crisis management capabilities of each major city in Asia as well as building a relationship that all member cities can mutually understand and cooperate with each other.
