What is the “Tokyo Tech Book”?

The Tokyo Metropolitan Government Technology Council is pleased to announce its publishing of the "Tokyo Tech Book".
The “Tokyo Tech Book” records in both Japanese and English the leading-edge technologies in which the Tokyo Metropolitan Government (TMG) takes great pride, the brochure having been published to showcase such highly-vaunted initiatives both domestically and internationally. In addition to being a publication that seeks to raise Tokyo’s presence globally, the Tech Book aims to help resolve the issues that confront not only cities in Japan, but also those abroad by using what has been learnt through experience here in Tokyo.
In supporting both the safety and security of its citizens, by dividing the technologies and know-how it possesses into four categories; "Infrastructure," "Disaster Preparedness", "Environment" and "Health, Industry"; a wide range of fields in which various TMG bureaus possess technological expertise have been included in this brochure. These fields cover everything from environmental policy to Tokyo X (TMG’s development of brand pork), and include issues such as town-planning, roads, ports, water supply and sewerage systems, and even topics related to firefighting and rescue techniques. A total of 65 different technologies have been included in this publication.

(Examples)
Infrastructure: Topics covered include non-revenue water (NRW) reduction technologies, obsolescent sewerage system reconstructions, town-planning renewals, measures to handle traffic congestion, safe and reliable railway systems, and automated guideway transit (AGT) systems, etc.
Disaster-Preparedness: Topics covered include flood control measures, the development and management of shoreline protection facilities (tsunami and high-tide measures), firefighting and rescue techniques, and implementing improvements of districts with close-set wooden houses, etc.
Environment: Topics covered include measures to respond to climate change, waste-processing technologies, and the preservation of Japanese gardens, etc.
Health, Industry: Topics covered include measures to counter infectious disease, the establishment and operation of vocational training facilities, and the development of the Tokyo X brand, etc.

(Specific Technologies)

Non-revenue water (NRW)
reduction technologies

To begin with, we would like to introduce the non-revenue water (NRW) reduction technologies from the Infrastructure Category of the “Tokyo Tech Book”. In addition to water that is lost through leakage, NRW are volumes of water not linked to revenue-generation. Such may result from water that is stolen from the system, or water that is lost to the system through malfunctioning water meters. As technologies that can reduce NRW losses, the Tech Book has information on the "replacement of water pipes and improvements in materials", "methods of effectively finding and repairing leakage" and the "development of advanced technologies to prevent leakage".

Next, we would like to introduce technologies that help with flood control through the regulating of reservoirs. This example is taken from the Disaster-Preparedness Category of the “Tokyo Tech Book”. In this topic, information is given about the use of technology to widen the channels of rivers, improvements that are made such as the creation of diversionary channels in order to divert water, and the use of a 4.5km long tunnel with an inner diameter of 12.5 meters which is located about 40 meters beneath an arterial road. This technology is used as a large-scale regulating reservoir for flood control measures.

Furthermore, from the Health, Industry Category we would like to introduce “the development of Tokyo X," a brand of pork.
Over a period of seven years, the TMG developed a synthetic line of pigs with improved intramuscular fat which yields a high-quality and distinctive meat. The profile of the pork is both tender and juicy, while the fat is also of good quality, it melting easily in the mouth due to a low melting point. The overall flavor that Tokyo X offers is superb.

(Future City Diplomacy through Technical Cooperation)

Through this brochure, while taking the initiative in the resolution of urban problems, the TMG is to proactively incorporate best-practice examples from cities worldwide. It also hopes for the success of the 2020 Tokyo Olympics and Paralympics, and for the realization of Tokyo as a global city.

(Notes)
What is the Tokyo Metropolitan Government Technology Council?

The Tokyo Metropolitan Government Technology Council was established in FY1992. Its core members are TMG director generals for technical affairs. Concerning important and urgent administrative issues, the council engages in an exchange of opinions from a technical perspective. It also conducts surveys and deliberations with respect to how technical standards may be sustained and improved; how technical staff members are to be recruited, educated and utilized; and various other topics of importance.
