■ Overview
Anchored on the principle of Shared Social Responsibility for the Common Good, MMDA spearheaded the creation of a Flood Control Bayanihan Zone Alliance(FCBZA) in all eight (8) identified major flood-prone areas in Metro Manila. The FCBZA, another example of Public-Private Partnership, is a community-based disaster reduction risk and response group composed of key representatives from the different stakeholders in the community such as civic and business organizations, religious groups, non-government and people's organizations, and local government, in partnership with other concerned government instrumentalities and the MMDA.

- The FCBZA aims to strengthen preparedness and resiliency before, during and after calamities. It promotes the spirit of volunteerism and community empowerment. Specifically, it is responsible for providing assistance in (a) flood control preparedness and mitigation, (b) emergency response and rescue operations and (c) restoration and rehabilitation works. The FCBZAs may propose activities that will make their respective zones resilient and more prepared for any eventualities brought about by typhoon, earthquake, fire incidents and heavy traffic congestion.
They should also devise a warning system that will alert the residents during these emergency disaster situations. The Zone Alliances' lead officers are expected to monitor the progress of government projects and developments especially during emergencies, and execute necessary projects that will contribute to enhancing the community’s disaster management capabilities to minimize risks and damages.
