Pursuant to MMDA resolution No.11-05, 82011 “Creating the Metropolitan Manila Re-greening Committee”, the 1st meeting was conducted last 28 April 2011 where the preparation for a Master Plan for the re-greening of EDSA was discussed.

To create and maintain a healthy environment in Metro Manila, the Agency has requested its component local government units to identify available highly visible open spaces with an area of 500 to 1,000 square meters to be converted into pocket gardens to serve as environmental “sinks” and recreational areas for Metro Manila residents, including but not limited to areas near C-5, South Super Highway(Makati City) and EDSA. This underground water storage shall serve as a method of managing storm-water that might not be accommodated by the present system. This system will reduce the quantity and improve the quality of storm water run off. Basically, the underground storage will collect, filter and retain the storm water and discharge it at a later time off-site.

- As of 21 October 2010, out of 17 LGUs nine (9) LGUs submitted their proposed open spaces for MOSS program which will undergo further evaluation based on certain criteria such as land area, locations and capacity. These are Caloocan, Makati, Manila, Marikina, Muntinlupa, Navotas, Paterce, Taguig and Las Pinas. As a result of review and evaluation, 19 sites qualified as highly visible open spaces for Metro Manila.
The Agency will utilize open spaces in Metro Manila by planting trees and building plant nurseries. Not only would this improve the facade of the Metro, it would also combat flooding and pollution.
