Active, Beautiful and Clean (ABC) Waters ProgrammeSingapore
■ Overview
- ABC Waters Programme is a long term initiative to bring people closer to water so that they can better appreciate and cherish this precious resource.
The ABC Waters Programmes aims to transform Singapore's pervasive network of canals, drains and reservoirs into picturesque of cleans streams, river and lakes. A whole range of recreational and lifestyles bringing people closer to water will become possible.

■ Features

1. They are interesting, pleasant, enjoyable, satisfying and fulfilling, so that people want to go there (Attraction);
2. They are convenient and easily accessible so that people can get there (Accessibility);
3. Once they are there, people are able if they wish to follow through to a destination(Continuity); and
4. Fundamentally, the waterways contain water beyond their dry weather flow channels (Providing water).
- [Attraction]
At strategic points and where conducive conditions occur, specific opportunities and projects are identified. These are the attraction magnets to draw people to the waterways for a variety of activities and experiences. Although the activities and experiences may not always be water-based, the waterbodies form the setting, the context, for the activities to occur, i.e. they are water related. At the masterplan stage strategic locations have been identified for attractive features, and basic design concepts have been suggested.
- [Accessibility]
The drainage system extends to all land parcels, providing functional continuity between all land and the main waterbodies. Open drains and other remnants of the original drainage pattern can be used to provide pedestrian access through neighbourhoods without following the street pattern, to provide a distinct open space experience, and a minimum level of accessibility extending, in one form or another, to all land.

Apart from the water the common denominator for most of the waterbodies is an adjacent path for walking, jogging, cycling or roller-blading. Paths should form a series of circuits, with crossings for looping back on the other side.
- [Providing Water]
The waterbodies cannot serve any functions of the ABC Programme without water. This most basic component can be provided with low weirs placed across the waterway to impound enough water to cover the bottom of the channel to a minimum depth of 150 - 200 mm for visual reasons, and to a greater depth to enable water based activities. The spacing, shape, and height of weirs are subject to detailed hydraulic considerations. Some critical impoundment points have been proposed in the project proposals. The presence of water immediately provides enhanced aesthetics and possibilities for a range of water based activities - such as boating and fishing.

15 ABCs Water Projects has been completed since 2006. There are plans to complete more than 100 projects in the next 20 years.
