Tokyo Cap-and-Trade ProgramTokyo
■ Overview
In order to reduce urban CO2 emissions, the Tokyo Metropolitan Government introduced a cap-and-trade program in April 2010 that covers large office buildings, commercial establishments, and industrial facilities. The particulars of the program are as follows:

- ・ This is the world's first urban cap-and-trade program, which also targets office buildings

・ The Tokyo CO2 Emission Reduction Program was introduced in FY2002, which requires large facilities to submit regular reports on GHG emissions amounts, and related data was collected from each facility. Based on this data, an appropriate program was developed.
- ・ This program implements emissions obligations through five-year intiatives, and promotes self-reduction efforts by facilities
- ・ Emissions reductions amounts from small- and medium-sized facilities in Tokyo can be used as offset credits, and emissions reductions are being promoted throughout industrial and commercial sectors
■ Outcomes / Achievements
- Tokyo is advancing efforts to pursue "green" buildings, including constructing highly energy efficient buildings, such as carbon-half buildings, and retrofitting existing buildings.
