Tokyo Super Eco Town ProjectTokyo
■ Overview
The Tokyo Metropolitan Government (TMG) has been proceeding with the development of waste treatment and recycling facilities utilizing TMG-owned land in the city's waterfront area. As one of the central government's Urban Renaissance Projects, this aims to propel Tokyo's transformation into a sound material-cycle society by resolving the issue of waste in the Greater Tokyo Area and providing locations for environmental industries.
As of January 2011, 9 plants are currently operational. The TMG will strive to resolve waste problems by promoting the development of advanced and highly reliable waste treatment and recycling facilities that will boost the percentage of industrial waste and reduce the final volume of disposed waste in Tokyo.
Overview of initiatives
1. Fundamental scheme
・ The TMG secures the land necessary for facilities, and decides matters concerning their development and which businesses will operate them.
・ Selected businesses develop and manage facilities independently.
2. Facilities within the Super Eco Town
There are currently 9 operational facilities within the Super Eco Town, including a PCB waste treatment facility, a waste fuel electric power generation facility, construction and demolition waste recycling facilities (2), food waste recycling facilities (2), used information equipment recycling facilities (2), and a rubble and mud recycling facility.
A used tile carpet recycling facility and a buried waste recycling facility are currently being developed.
As an example of the types of facilities concentrating in the region, there is a biogas power generation facility that derives power from food waste through a methane fermentation system, and a high-quality recycling facility that conducts pretreatment necesssary for the extraction not only of base metals, but also rare metals from electric and electronic equipment and information and telecommunications equipment.
