Tokyo Carbon Reduction Reporting Program (~FY2009)

- Facilities covered
Facilities that have a total annual consumption of fuels, heating, and electricity of at least 1,500 kiloliters crude oil equivalent. About 1,000 facilities within Tokyo are covered.
- Facility obligations
(1) Developing an internal system in each facility to promote measures against climate change
In order to smoothly facilitate the formulation of a report and the implementation and progress management of reduction measures, facilities will appoint a supervising director, technical advisor with technical expertise, etc.
(2) Formulating Tokyo Carbon Reduction ReportingProgram
Concurrent with discussions held with the Tokyo Metropolitan Government, facilities will formulate reports detailing GHG emissions amounts, reduction strategies and plans for the implementation thereof, target reductions, and evaluation.
(3) Follow-up to reports filed
Facilities are to formulate an interim report three years after their initial filing of the measures report and, as necessary, conduct revisions of their intitial measures, together with clarifying their GHG emissions amounts and the implementation status of their reduction measures. Five years after the filing of the measures report, facilities will formulate a results report.
- Evaluation and Public announcemnet
Evaluation will be conducted on the measures reports and the results reports, based upon the state of each facility's reduction initiatives and aggregate GHG reduction rate.
Reports outlining measures, interim reports, results reports, and evaluation results of excellent facilities are announced on the Tokyo Metropolitan Government's website.

- By obligating large facilities to formulate and submit a report on measures against climate change and assessing and announcing the results, TMG will promote the lowering of CO2 and other GHG emissions released during facility operations.
■ Outcomes / Achievements
- Following the implementation of this program, in FY2009, greenhouse gases at covered large facilities were reduced by 12.7% from base-year emissions.
The data on large facilities gathered through this report program was utilized as reference data for the Tokyo Cap-and-Trade Proram, including establishing acceptible emissions allocations.
