The Asian Network of Major Cities 21 (ANMC21) held “The 1st Asian Crisis Management Conference” in Tokyo from Sept. 1 to 3, 2003 as a specific measure for “Network for Crisis Management”, a joint project adopted at the 2nd plenary meeting in Delhi in November 2002. Experts in crisis management in 8 cities came to Japan to discuss measures against NBC terrorist attacks and SARS, experiences in crisis management, and know-how, and inspected a disaster prevention drill by Tokyo Metropolitan Government. |

Sept. 1 (Mon) : Inspection of Tokyo’s Comprehensive Disaster Prevention Drill with Hino City |

Tokyo Metropolitan held its annual comprehensive disaster prevention drill with Hino City based on an assumption of an earthquake with an intensity of the lower 6 or larger. Approximately 28,000 people participated in the drill including, Tokyo Fire Department, Tokyo Metropolitan Police Department, Self Defense Forces and citizens and members of volunteer organizations. In this conference, we held an inspection tour of NBC disaster drill and triage training. ※NBC disaster: disaster caused by nuclear, biological, and chemical weapons ※Triage: classification of injured and sick people by the degree of urgency and severity of their conditions |

NBC Disaster Prevention Drill The drill was carried out based on an assumption that there were effluent toxic substances from a large-scale tanker with full load of harmful substances. The Chemical Protection Teams of the Ground Self-Defense Force, the Tokyo Metropolitan Police Department, and Fire Rescue Task Forces in the Third Fire District HQ at Tokyo Fire Department practiced rescue of victims and the primary decontamination. Medical teams practiced emergency treatment at a treatment tent and the secondary decontamination at a decontamination tent. All organizations collaborated together and participated in this integrated drill. |
■Sept. 1 (Mon) Conference for the representatives | ||
In order for all cities to collaborate and control SARS, which was rampant across Asia this year, the existing emergency network among cities in preparation for disaster and large-scale earthquake should be utilized to promptly exchange information and support each other. Based on such a concept, Tokyo suggested “Exchange of Information on SARS and mutual support through an emergency network among cities” as below and confirmed the suggestion with eight participating countries. | ||

Tokyo Metropolitan Disaster Prevention Center | ||||||||||||||||||
Tokyo Metropolitan Disaster Prevention Center is located within Tokyo Metropolitan Government as a facility to protect safety of Tokyo residents at a time of disaster including earthquake. When there is an outbreak or possible outbreak of a disaster, the center implements various countermeasures such as collection, dissemination, and analysis of disaster information. The center also conducts various training for preparation. Tokyo Disaster Control Headquarters Conference with the Governor as the director is held in this facility. |

■Conclusion |
■This “Asian Crisis Management Conference” was the first attempt as a specific approach for crisis management through collaboration of member cities of Asian Network of Major Cities 21. ■Member cities confirmed that Asian cities shall improve the crisis management capability of the whole Asia, by developing personnel and accumulating crisis management know-how that they have gained from information exchange on SARS through the emergency hotline, mutual help, and countermeasures for NBC terrorism. ■We will continue to hold “Asian Crisis Management Conference” to exchange more specific and practical information. By doing so, we will promote collaboration and strengthen all cities in Asia for various crisis that cities may encounter in the future. |
