【Joint Project Implementation Reports】 ・Implementation reports were made on the following 8 Joint Projects (1) Promotion of Development of a small to medium-sized Jet Passenger Plane ・(Presentation City: Tokyo) ・It was reported that the following three points had been affirmed as the Chairperson’s Comments in the joint project meeting in Taipei in October 2003. ①The ideal image of the 100-seat passenger plane was confirmed. The main prerequisite points for production of a jet passenger are safety, economy, efficiency, environmental considerations, etc. ②A significant increase is expected in the future demand for 100-seat passenger aircrafts in Asia. ③In Asia there is the potential in terms of technology and production ability to develop a jet passenger plane seating around 100 people. ・In the future, marketing activities and strategies for differentiation from existing aircraft will be examined continuously in such meetings as joint project meetings. (2) Asia Distance Learning Project (Presentation City: Tokyo) ・Reports were made of the results of test projects that had been conducted by Tokyo and Delhi. (The ‘Contemporary Business Japanese’ course was produced by Tokyo, and ‘English for IT Engineers’ was produced by Delhi). It was also reported that, in the future, Tokyo would like to use the results of these test projects in order to coordinate with each participating city to establish a system for the promotion of projects in Asia. (3) Asian Performing Arts Festival (Presentation City: Tokyo) ・Reports were made regarding the 2nd Asian Performing Arts Festival held in Delhi from November 2nd to 7th, 2003. 126 artists from Tokyo, Beijing and Seoul participated in the festival and 10 performances were held in 5 venues. (4) “Welcome to Asia” Campaign (Presentation City: Tokyo) ・Reports were made regarding the 2nd Meeting of the Council for Promotion of Tourism in Asia held in Hanoi on November 17th, 2003. It was also reported in the meeting that the implementation of poster displays, pilot tours and websites in English had been reported, and the next meeting of the council would be held in Delhi in September 2004. (5) Network for Crisis Management (Presentation City: Tokyo) ・It was reported that specific and practical exchanges of information and opinions had been conducted on ‘Measures against NBC Terrorist Attacks in Major Cities’, ‘Tackling SARS’ and ‘Crisis Management in Each City’ in the 1st Asian Crisis Management Conference held in Tokyo from September 1st to 3rd, 2003. (6) Participation of Women in Society (Presentation City: Seoul) ・It was reported that the 2nd Symposium on ‘City Revitalization through Women’s Transformation’ had been held in Marikina City in Metropolitan Manila in October 2003 with 195 participants from 6 member cities, and the host city of the next symposium would be Delhi. (7) International Centre for Urban Development and Management (Presentation City: Kuala Lumpur) ・It was reported that the training course on the theme of ‘Integrated Urban Planning for Sustainable Urban Management’ had been conducted in Kuala Lumpur from September 14th to 28th, 2003 and 6 participants attended the training course. ・It was also reported that the following 3 training courses will be conducted in 2004: ‘Water Management and Hygiene’ in March 2004; ‘Integrated Urban Planning for Sustainable Urban Management (same as in 2003)’ in August 2004; and ‘Waste Management’ in December 2004. In addition, the following 3 training courses will be conducted in 2005: ‘Transportation in the City’ in March 2005; ‘Integrated Urban Planning’ in August 2005; and ‘Health Care and Hygiene’ in December 2005. (8) Asian Cities' Network for Controlling Vehicle Emissions (Presentation City: Tokyo) ・In addition to the information exchanges made by utilizing the relevant website, the outline of ‘Regulation of Diesel Vehicle Operations’ enforced by the Tokyo Metropolitan Government from October 2003, was also reported upon. |

【In addition, implementation reports from the Joint Project Report document were made regarding the following Joint Projects】 ・Promotion of Environmentally Sound Waste Management and Resource Recycling ・Operation Techniques and Management Skills of Water and Sewerage Systems (Business Management and Pipeline Technology of Waterworks) ・Operation Techniques and Management Skills of Water and Sewerage Systems (Training of Sewerage Maintenance and Management Engineers (short-term / long-term) ・Support with the Formulation of a Comprehensive Plan for Public Transport ・Mutual Training of Member Cities’ Staff, etc. ・Clinical Training of AIDS Consultants ・Training and Joint Research in connection with Urban Planning with Strong Resistance to Earthquakes ・Research and Development of a “City Vehicle” ・Promotion of Asian Business and Investment Projects |

【Special Report (SARS Countermeasures)】 ・Hanoi, Beijing, Singapore and Taipei gave keynote speeches about SARS countermeasures and lessons learned from their own experiences. Following the keynote speeches, the representatives of each member city engaged in active discussions. ・An opinion was stated that it is necessary to disclose information and offer guidelines to citizens in order to effectively manage SARS outbreaks. In addition, it was noted that cooperation among member cities and the construction of a network for information exchanges is also worthy of consideration. ・Member Cities confirmed that they will utilize the exchange of experiences concerning SARS prevention to control unknown infection diseases, and that they should continue to take initiatives in promoting comprehensive crisis management. |

Policy Dialogue (Globalization and its effects on Asian economies) ・The representatives of Hanoi, Tokyo, Bangkok, Kuala Lumpur and Seoul made presentations on aspects of globalization which were common among member cities. Following these presentations, the representatives of each member city embarked upon active discussions. ・During the discussions, Asian cities heavily involved in globalization-related issues were asked to promote mutual cooperation and share beneficial information with other member cities. It was stated that, in the rapidly changing world of today, it would be a good idea if the cooperation of Asian cities (e.g. the lead role currently being played by the Asian Network of Major Cities 21) made a more substantial contribution to global affairs. In conclusion, member cities confirmed that they should understand both the positive and negative aspects of the influences of globalization on Asian economies, and they should develop their own internal strength and further contribute to the development of the Asia. |

【Next Hosting City】 It was determined that the next Plenary Meeting of ANMC21 will be held in Jakarta at an appropriate date in 2004. |
