Representatives (Mayor or Governor) from member cities gather to convene a plenary meeting once each year in principle.

■The Ad-Hoc Meeting

The Asian Network of Major Cities 21 (ANMC21) convened an ad-hoc meeting in Tokyo on November 29, 2005. The meeting was arranged to select a hosting city for the 2006 Plenary Meeting, following the withdrawal of Beijing from ANMC21 (as of August 30, 2005), which resulted in the cancellation of the 2005 Plenary Meeting scheduled in Beijing. Working-level officials from member cities gathered to select a hosting city for the 2006 Plenary Meeting, and re-confirmed continued solidarity and cooperation among the member cities. The officials agreed to hold the Fifth Plenary Meeting of ANMC21 in Taipei on April 13 and 14, 2006.

■Venue：Main Conference Room, 7th Floor, Main Building No.1, Tokyo Metropolitan Government Building

■Participating cities：Bangkok, Delhi, Jakarta, Kuala Lumpur, Metropolitan Manila, Singapore, Taipei, Tokyo (8 cities in total)
*Hanoi, Seoul and Yangon also participated as observers

Ad Hoc Meeting Summary：
The representatives of Bangkok, Delhi, Jakarta, Kuala Lumpur, Metropolitan Manila, Singapore, Taipei and Tokyo have participated in the ad hoc meeting held on November 29, 2005 and have agreed on the following matters:

・As member cities of ANMC21, we will continue to consolidate bonds between the member cities and to work together to tackle issues in common.。
・The 5th Plenary Meeting of ANMC21 will be held in Taipei on April 13 and 14, 2006.
