【Opening Ceremony】・Welcome address (Mr. Sutiyoso, Governor of Jakarta) ・Address (Mr. Shintaro Ishihara, Governor of Tokyo) ・Address (Mr. Jusuf Kalla, Vice President of the Republic of Indonesia)
【Implementation Reports of Joint Projects】・Implementation reports were presented on the following eight Joint Projects Promotion of Development of a small to medium-sized Jet Passenger Plane (presentation - Tokyo) ・Main points of discussion at the Third Working Level Conference in Kuala Lumpur in October 2004 （1）It was noted that there is a rapidly increasing demand in Asia for jet passenger aircrafts seating around 100 people （2）A consensus was reached that the existing technological and production capabilities in Asia are adequate for aircraft development （3）It was decided that it will be necessary to differentiate the new aircraft from both existing aircraft and aircraft currently under development （4）The adoption of aggressive marketing techniques to promote a newly-developed jet passenger plane in Asia The conference concluded by noting that it is of vital importance for major Asian cities to lobby the national governments and industrial sectors of their respective countries by rallying public opinion. Asia Distance Learning Project (presentation - Tokyo) ・Reports were made regarding the inaugural Asia Distance Learning Project Video Conference; the future direction of this joint project; the distribution of teaching materials; and the outline of Tokyo CAN-U, the main implementing body for the project in Tokyo established in March 2004. Asian Performing Arts Festival (presentation - Hanoi) ・A report was submitted regarding the Third Asian Performing Arts Festival held in Hanoi from October 2nd to 6th, 2004. Artists from Bangkok, Beijing, Hanoi, Seoul, Taipei and Tokyo participated in the festival and ten performances were held at three separate venues. “Welcome to Asia” Campaign (presentation - Tokyo) ・A presentation was made regarding the Third Meeting of the Council for Promotion of Tourism in Asia held in Delhi in September 2004, where methods to attract tourists to the member cities of the ANMC21 had been a main topic of discussion. It was also observed that a portal site had been newly created for the “Welcome to Asia” Campaign, which features events calendars for each participating city. International Centre for Urban Development and Management (presentation - Kuala Lumpur) ・It was reported that a training course on the theme of ‘Integrated Urban Planning for Sustainable Urban Management’ had been conducted in Kuala Lumpur from August 29th to September 5th, 2004, attracting a total of 24 participants.. The report also noted that the following four training courses will be conducted: ‘Waste Management’ (December 2004); ‘Transportation in the City’ (March 2005); ‘Integrated Urban Planning for Sustainable Urban Management’ (August 2005); and ‘Health Care and Hygiene’ (December 2005). Prevention and Control of Heat Island Effect (presentation - Beijing) and Vertical Forestation of the Landscaping (presentation - Beijing) ・It was reported that the inaugural symposium was held in Beijing, from June 22nd to 25th, 2004, with the participation of over 50 specialists. Lively debating sessions were held which saw the exchanging of a wide range of comments and opinions on the latest investigative measures and technology. Network for Crisis Management (presentation - Taipei) ・A report was made regarding the Second Asian Crisis Management Conference held in Taipei from September 19th to 20th, 2004, in which 22 persons from Jakarta, Seoul, Singapore, Tokyo, and Taipei participated. The meeting included lively exchanges on the topic, ‘Enforcement of Crisis Management Systems in Metropolitan Areas’. Asian Cities’ Network for Controlling Vehicle Emissions (presentation - Tokyo) ・In addition to the information exchanges made by utilizing the relevant website, it was reported that in the working level conference held in Delhi in November 2004, active information exchanges had been conducted on the results of measures to combat vehicle emissions in each city. These included measures against diesel engine exhaust emissions in Tokyo, and the latest technical measures against vehicle emissions. In addition, implementation reports provided by member cities on the report sheets for joint projects were made on the following joint projects ・Promotion of Environmentally Sound Waste Management and Resource Recycling ・Operation Techniques and Management Skills of Water and Sewerage Systems (Business Management and Pipeline Technology of Waterworks) ・Operation Techniques and Management Skills of Water and Sewerage Systems (Training of Sewerage Maintenance and Management Engineers (short-term/long-term)) ・Support with the Formulation of a Comprehensive Plan for Public Transport ・Mutual Training of Member Cities’ Staff, etc. ・Clinical Training of AIDS Consultants ・Training and Joint Research in connection with Urban Planning with Strong Resistance to Earthquakes ・Participation of Women in Society Presentation and determination of new joint projects The following two joint projects were proposed and determined as new joint projects Youth　to　Youth Program　Creating Enterprising Originals (proposed by Singapore) Youths aged from 16 to 20, who will support the future of Asia, will gather together at residential camps and will be encouraged to give full rein to the “innovative and enterprising spirit” inherent in youth through various joint activities. Countermeasures to Combat Infectious Diseases in Asia (proposed by Tokyo) In recent years, the Asian region has experienced the threat of such new infectious diseases as SARS and avian influenza. This joint project aims at direct communications between health care fields in major cities in Asia and rapid exchanges of information including routes of infection, detailed data of patients’ symptoms and treatments. Special Report (Measures and Cooperation against Infectious Diseases among Major Asian Cities) Tokyo, Bangkok, Beijing, Jakarta, Seoul and Singapore reported on the precautionary measures, countermeasures, and difficulties in prevention and suppression of infectious diseases which have affected and/or are affecting each respective city. This was followed by an active discussion by all participants. It was noted that errant news reporting on the outbreak of SARS had a grave impact on the tourism industry in Asia. It was determined that efforts should be made to ensure the accuracy of news reporting. Views were also expressed which urged more effective utilization of the existing network of the ANMC21. It was stated that this should include increasing the volume of information exchanged over the network and expediting this process. Policy Dialogue (Asian Development through the Exchange of Technology, Culture and Human Resources)】 Representatives of Delhi, Hanoi, Kuala Lumpur, Taipei and Tokyo made presentations on the exchange of technology, culture and human resources. Following these presentations, the representatives of all member cities embarked upon active discussions. During the discussions, calls were made for the promotion of exchanges of staff and specialists between member cities, and information exchanges utilizing the website of the ANMC21.
【Host Cities of Future Plenary Meetings】 The cities of Taipei and Beijing announced their candidacies to host the next plenary meeting. A vote of all the member cities was conducted; the results of the poll were seven votes in favor of the city of Beijing and four votes for the city of Taipei, with one abstention. No individual candidate city was able to gain the eight votes necessary to attain the two-thirds majority vote specified in the Charter of the ANMC21. As a result of the executive meeting held by the heads of delegations, it was determined that the Fifth Plenary Meeting of the ANMC21 shall be held in Beijing in 2005 and that Taipei will be given the priority to hold the Sixth Plenary Meeting of the ANMC21 in 2006.

【Jakarta Declaration】 The results of the discussions at the Meeting were incorporated into the Jakarta Declaration, which is attached. The representatives of 11 member cities signed the Declaration. The city of Beijing did not sign the Declaration.
