【Implementation Reports of Joint Projects】 ・Implementation reports were presented on the following eight Joint Projects Promotion of Development of a small to medium-sized Jet Passenger Plane (presentation - Tokyo) ・Main points of discussion at the Third Working Level Conference in Kuala Lumpur in October 2004 (1)It was noted that there is a rapidly increasing demand in Asia for jet passenger aircrafts seating around 100 people (2)A consensus was reached that the existing technological and production capabilities in Asia are adequate for aircraft development (3)It was decided that it will be necessary to differentiate the new aircraft from both existing aircraft and aircraft currently under development (4)The adoption of aggressive marketing techniques to promote a newly-developed jet passenger plane in Asia The conference concluded by noting that it is of vital importance for major Asian cities to lobby the national governments and industrial sectors of their respective countries by rallying public opinion. Asia Distance Learning Project (presentation - Tokyo) ・Reports were made regarding the inaugural Asia Distance Learning Project Video Conference; the future direction of this joint project; the distribution of teaching materials; and the outline of Tokyo CAN-U, the main implementing body for the project in Tokyo established in March 2004. Asian Performing Arts Festival (presentation - Hanoi) ・A report was submitted regarding the Third Asian Performing Arts Festival held in Hanoi from October 2nd to 6th, 2004. Artists from Bangkok, Beijing, Hanoi, Seoul, Taipei and Tokyo participated in the festival and ten performances were held at three separate venues. “Welcome to Asia” Campaign (presentation - Tokyo) ・A presentation was made regarding the Third Meeting of the Council for Promotion of Tourism in Asia held in Delhi in September 2004, where methods to attract tourists to the member cities of the ANMC21 had been a main topic of discussion. It was also observed that a portal site had been newly created for the “Welcome to Asia” Campaign, which features events calendars for each participating city. International Centre for Urban Development and Management (presentation - Kuala Lumpur) ・It was reported that a training course on the theme of ‘Integrated Urban Planning for Sustainable Urban Management’ had been conducted in Kuala Lumpur from August 29th to September 5th, 2004, attracting a total of 24 participants.. The report also noted that the following four training courses will be conducted: ‘Waste Management’ (December 2004); ‘Transportation in the City’ (March 2005); ‘Integrated Urban Planning for Sustainable Urban Management’ (August 2005); and ‘Health Care and Hygiene’ (December 2005).
It was noted that errant news reporting on the outbreak of SARS had a grave impact on the tourism industry in Asia. It was determined that efforts should be made to ensure the accuracy of news reporting. Views were also expressed which urged more effective utilization of the existing network of the ANMC21. It was stated that this should include increasing the volume of information exchanged over the network and expediting this process. 【Host Cities of Future Plenary Meetings】 The cities of Taipei and Beijing announced their candidacies to host the next plenary meeting. A vote of all the member cities was conducted; the results of the poll were seven votes in favor of the city of Beijing and four votes for the city of Taipei, with one abstention. No individual candidate city was able to gain the eight votes necessary to attain the two-thirds majority vote specified in the Charter of the ANMC21. As a result of the executive meeting held by the heads of delegations, it was determined that the Fifth Plenary Meeting of the ANMC21 shall be held in Beijing in 2005 and that Taipei will be given the priority to hold the Sixth Plenary Meeting of the ANMC21 in 2006. |

【Jakarta Declaration】 The results of the discussions at the Meeting were incorporated into the Jakarta Declaration, which is attached. The representatives of 11 member cities signed the Declaration. The city of Beijing did not sign the Declaration. |
