【Joint Project Implementation Reports】 Implementation reports were presented on the following nine Joint Projects Promotion of Development of a small to medium-sized Jet Passenger Plane (presentation - Tokyo) ・Reports were made on the Fourth Working Level Conference held in Jakarta in September 2005, at which information and ideas were exchanged on topics such as the rapidly increasing demand in Asia for jet passenger aircraft capable of seating approximately 100 people, the great aspirations shown towards international joint development efforts by Asian aircraft manufacturers and the growing expectations for Japanese initiative. It was also reported that it would be necessary to strengthen cooperation among participating cities while carrying out activities geared towards the realization of a 100 seat class Asian Passenger Jet in Asia. Asia Distance Learning Project (presentation - Tokyo) ・Reports were made regarding the Asia Distance Learning Project Video Conference held in June 2005, noting that Tokyo Metropolitan University and Asian universities would cooperate to formulate a network between universities and that various distance learning projects using this network would be conducted. Asian Cities’ Network for Controlling Vehicle Emissions (presentation - Tokyo) ・It was reported that through the website, exchanges of information took place regarding measures to combat vehicle emissions and the latest technical measures used against vehicle emissions in Tokyo and the other participating cities. Countermeasures to Combat Infectious Diseases in Asia (presentation - Tokyo) ・It was reported that the First Conference on Countermeasures to Combat Infectious Diseases in Asia was held in Tokyo in September 2005. In the conference, discussions were held on such topics as building an Infectious Diseases Information Network System which would connect directly with administrative agencies, research institutes and medical organizations, and conducting joint investigation and research on treatment methods and preventative measures. Additionally it was reported that the next conference will be held in Taipei in August 2006. “Welcome to Asia” Campaign (presentation - Taipei) ・A report was made regarding the Fourth Meeting of the Council for Promotion of Tourism in Asia held in Taipei in December 2005. There, methods to attract tourists to the member cities of the ANMC21 were discussed amongst the participating cities and private companies. It was also noted that all cities would continue to cooperate in carrying out various campaigns and events such as posting event calendars on the “Welcome Asia Campaign” portal site. International Centre for Urban Development and Management (presentation - Kuala Lumpur) ・It was reported that six training courses including “Water and Sanitation” and “‘Integrated Urban Planning for Sustainable Urban Management” had been conducted in Kuala Lumpur from 2004 through 2005. ・The report also noted that the following training courses will and have been conducted in 2006: “Sustainable Urban Transport”(March 2006); “‘Integrated Urban Planning for Sustainable Urban Management” (June 2006); and “Health, Sanitation and Waste Water” (September 2006). Network for Crisis Management (presentation - Seoul) ・A report was made regarding the Third Asian Crisis Management Conference held in Seoul, September 8 to 9, 2005, in which 41 persons from 7 participating cities attended. The meeting included an inspection tour of related crisis management facilities such as the Seoul Emergency Operations Center and a Disaster and Rescue Drill. Lively discussions took place on the topic of “The Crisis Management and Civic Network in Metropolitan Areas”. It was also reported that the Fourth Asian Crisis Management Conference will be held in Singapore in 2006. Promotion of Asian Business and Investment Projects (Presentation - Hanoi) ・A report was made concerning activities to date including the “Hanoi International Conference on Investment, Trade and Tourism Cooperation 2005”. Youth to Youth Program Creating Enterprising Originals (Presentation Singapore) ・Reports were made on the 4-day 3-night camp held in Singapore in April 2005, in which youths of 3 participating cities attended. The camp included hands on activities, workshops and various other programs planned by the youths themselves. It was also reported that a review of this program will be conducted in the future in consultation with the Secretariat. ・Additionally, reports were given based on the joint project report sheets submitted by member cities for the following joint projects. ・Asian Performing Arts Festival ・Promotion of Environmentally Sound Waste Management and Resource Recycling ・Operation Techniques and Management Skills of Water and Sewerage Systems (Business Management and Pipeline Technology of Waterworks) ・Operation Techniques and Management Skills of Water and Sewerage Systems (Training of Sewerage Maintenance and Management Engineers (short-term/long-term)) ・Support for the Formulation of a Comprehensive Plan for Public Transport ・Mutual Training of Member Cities’ Staff, etc. ・Clinical Training of AIDS Consultants ・Training and Joint Research in connection with Urban Planning with Strong Resistance to Earthquakes |

【Review of the Joint Projects
】 ・Since the establishment of the ANMC21 almost 4 years ago, we have seen steady progress in the implementation of joint projects. In order to further enhance the substantiality of the projects, it was agreed that a review of the joint projects would be conducted through an exchange of ideas with member cities. A report on this will be presented at the next Plenary Meeting. Regarding the two joint projects “Prevention and Control of Heat Island Effect” and “Vertical Forestation of the Landscaping” that Beijing formally organized, it was agreed that Tokyo would take over the organizing role for both projects and consider revising their contents. |

【Policy Dialogue (Information Technology in Enhancing Urban Functions and Civic Services)】 Representatives of Delhi, Jakarta, Singapore, Taipei and Tokyo made presentations on the use of information technology. Following this, the representatives of all member cities engaged in an exchange of ideas. |

【Host Cities of Future Plenary Meetings】 It was determined that the Sixth Plenary Meeting of the ANMC21 shall be held in Metropolitan Manila in November 2007. |
